Pepin Couple Accuses Neighbor Of Repeated Harassment

PEPIN, Wis. (WCCO) — One of the smallest towns in Wisconsin is home to a big fight between neighbors.

Sammi Kuehn, a volunteer firefighter from Pepin, Wis., says for the past two years, one of her neighbors has made her afraid to be in her home.

Sammi Kuehn, 27, and her husband, Brad Kuehn, say 51-year-old Scott Kircher has cussed at them and even fired a gun at their house. They say they feel police have not responded properly to their calls for help.

“I have tapes. I have pictures,” said Sammi, who says she’s recorded more than 15 incidents where an alleged intoxicated Kircher called her names and threatened both her husband and her.

Back in June of last year, Sammi Kuehn says Kircher’s harassment took an angry turn.

“I didn’t say anything back to him. We came in here and got a hand held camera and at that time, Mr. Kircher went and got a gun and shot that more or less at our house,” Sammi Kuehn said.

Police did investigate a found Kircher guilty of firing at a woodpile.

“Ever since then his 30 days of jail, it’s been non-stop hell,” said Brad.

The Kuehns say they’ve filed more than 30 complaints against Kircher. Their video proof came from cameras they put up around their home.

“I walked out one day at 7 in the morning to go to work and the man exposed himself to me,” said Sammi Kuehn. “I’m afraid to be in my home and the man continues to break a restraining order and nothing gets done.”

Sammi Kuehn says after Kircher harassed her at the edge of the driveway in early November, she snapped a photo, packed up their belongings and moved out.

Police say there is an open investigation against both parties in this battle that has divided not only a street, but an entire community.

Pepin Police chief deputy Greg Bralow says it’s difficult to determine who is more at fault and who is the true victim. That’s all he could say about the case because the investigation is ongoing.

WCCO-TV attempted to get Kircher’s side of the story, but he was not home. One of his neighbors say she believe it’s the Kuehn’s who are harassing Kircher.
