Officers Shoot Man After He Rammed Into Squad Cars

ST. PAUL (WCCO) — A 41-year-old man was killed by police after they say he rammed his vehicle into unmarked squad cars and refused to stop.

St. Paul police officers were called to assist in a narcotics investigation of the Minneapolis Police Department on the 300 block of Jessamine Avenue around 3:53 p.m. Tuesday in St. Paul.

Upon arrival, St. Paul officers observed the suspect trying to leave in his vehicle. The officers blocked his vehicle to stop him but at that point, the man began ramming his vehicle into the unmarked squad cars.

Officers ordered him to stop but after he refused, they fired their weapons, striking the man several times. Police say the officers felt their lives were in jeopardy because of the aggressive actions taken by the suspect.

The man, later identified as Victor Terrance Gaddy, was pronounced dead at the scene.

A passenger in Gaddy’s car was identified as 20-year-old Terrance Javon Wilson. He was questioned and booked for possession of a controlled substance.

Another person in the vehicle was questioned and released.

The officers involved have been identified as Officer Edward O’Donnell, Officer Mark Farrington, Officer Joshua Raichert and Officer Christopher McGuire. All have been placed on a three-day administrative leave.

The investigation is ongoing.
